Formerly BPCA’s Chief Administrative Officer, Jones Has Served as Acting President Since October 2017

The Board of the Battery Park City Authority (BPCA) today voted to appoint Benjamin “B.J.” Jones as President and Chief Operating Officer, a role in which he has been serving in an acting capacity since late last year. Having first joined BPCA in 2014 as Vice President of Administration, B.J. Jones has overseen both internal operations as well as cultural and educational programming in Battery Park City Parks. He has worked to strengthen the Authority’s emergency and continuity of operations planning, streamline operations through initiatives like online event permitting, champion efforts to exceed minority- and women-owned business procurement goals, and to expand and diversify community program offerings – including an increased annual Parks Programming budget and a 60% reduction in membership fees at the Stuyvesant High School Community Center.

“From a much-improved relationship with the local community to greatly increased Parks programming, to our leading, comprehensive climate resiliency efforts, the Battery Park City Authority today is in better shape than ever before,” said BPCA Chairman Dennis Mehiel. “That success is due in no small part to B.J.’s efforts and effectiveness as our Chief Administrative Officer, and the Board and its Members are proud to have such a steady, accomplished hand at the tiller. We’re expecting even greater things to come, and know B.J. will deliver!”

B.J. Jones brings to the role more than two decades of public sector experience, working in that time on a variety of initiatives to improve customer service, safety, transparency, and accountability in government. After a career in state and local government consulting, Jones joined New York City government during the first term of the Bloomberg Administration, serving in several roles including Assistant Commissioner of Strategic Planning and Implementation at the Department of Buildings and, later, Deputy Director of the Mayor’s Office of Operations. Throughout his tenure he was involved in a number of groundbreaking initiatives, including implementation of the City’s first online permitting system, the first overhaul of the New York City Building Code in nearly four decades, expansion of the City’s job application portal, and providing temporary shelter and housing repairs for victims of Hurricane Sandy.

Jones received his undergraduate degree in Management from Gettysburg College, a Master of Public Administration degree from American University and a Master of Applied Positive Psychology degree from the University of Pennsylvania. He is a certified Project Management Professional.

BATTERY PARK CITY AUTHORITY LAUNCHES ELECTRONIC PERMITTING SYSTEM

Online Tool Enables Applicants to Choose from Selected Parks Locations and Securely Pay Permit Fees

The Battery Park City Authority (BPCA) today announced the launch of its new “ePermit” application, an online permitting system allowing applicants to easily file applications and remit payment for more than a dozen permit types across 15 outdoor parks locations in Battery Park City. From birthday parties and construction work to photo shoots, wedding ceremonies, and more, BPCA issues hundreds of permits each year to individuals and organizations for events across Battery Park City’s 36 acres of parks and public spaces. ePermit can be accessed on BPCA’s website via the following link: https://permits.bpca.ny.gov/applicationnew.aspx

“As part of ongoing efforts to make our processes more efficient and user-friendly, the Battery Park City Authority is proud to launch the ePermit system for a wide range of program types,” said Acting BPCA President & Chief Operating Officer B.J. Jones. “With dozens of acres of world-class parks to enjoy, there’s no better place to hold your event than here in Battery Park City. We look forward to hosting you!”

Prior to ePermit, users were required to manually complete a permit application and then scan it to email, or use traditional mail, to send the application and payment to BPCA. With the launch of ePermit, applicants can complete each of these steps, as well as attach supporting documentation such as images, maps, and diagrams via secure online application.

Applicants can use ePermit to choose from a range of Battery Park City event locations, including Belvedere Park, Chambers Street Terrace, Esplanade Plaza, Irish Hunger Memorial Plaza, Waterfront at the North Cove Marina, South Cove, Penny Park, Rector Park East & West, Rockefeller Park & its South Lawn, Semi-Circle Lawn, Teardrop Park, and Wagner Park. Additional locations, such as the BPC Ball Fields, Community Center at Stuyvesant High School, Pier A Plaza, and indoor space at 6 River Terrace will be added to the tool in 2018.

In advance of ePermit’s launch, BPCA worked with a number of long-time permittees to garner feedback on the application. These testers included Andrew Zelter, Commissioner of Downtown Little League (DLL) and Mike Barbieri, Executive Director of Downtown Giants Youth Football (DTG).

Said DLL Commissioner Zelter: “BPCA’s ePermit system looks great and is easy to use. As a league that submits applications for hundreds of hours play each spring it will make the permitting process very straightforward.”

Said DTG Executive Director Barbieri: “The new online application is smooth and seamless, streamlining the entire permitting process. I look forward to its further expansion in the seasons to come!”

Added Bob Townley, Founder & Executive Director of Manhattan Youth: “The BPC Ball Fields are the most wonderful in the city – and I wish there were more! Making the permit process easier to navigate is a welcome step for local leagues and the thousands of area youth they serve each year. Bravo!”

Included in today’s launch are also online resources like the ePermit User Guide (permits.bpca.ny.gov/doc/ePermit-User-Guide.pdf) and 2018 Battery Park City Event Planning Guide (permits.bpca.ny.gov/doc/BPCA-EVENT-PLANNING-GUIDE-2018.pdf), which provide instructions about how to use the ePermit Application, as well as detailed descriptions of BPC’s various parks and events locations.

Answers to the simplest of questions are sometimes the most telling. Is Battery Park City better off now than it was four years ago? The answer must be a resounding yes. Record amounts of new, free, high-quality community programming; a range of vital capital projects completed on-time and on-budget; ever-improving relations with the community at large; better than ever parks and public spaces; a “AAA” bond rating and reduced overall budget; and an inclusive approach to comprehensive resiliency planning to protect this great neighborhood for the next generation and beyond. In short, Battery Park City has thrived as a result of Shari’s efforts. What’s more, as great leaders do, Shari assembled a first-class team of professionals who run the day-to-day operations of the Authority with passion and expertise, equipping it well to continue the accomplished path she forged. The Battery Park City Authority and its Board will forever be grateful for the considerable talent, professionalism, and competency Shari brought to bear in service to the public. We wish her only the best, secure in the knowledge that she will bring the same professionalism, sense of urgency, and extraordinary leadership skills to her future endeavors.

Statement of Shari C. Hyman

For the last four years, I have had the privilege to serve as President and COO of the Battery Park City Authority. This role has been a source of tremendous professional and personal pride. I am deeply grateful to Governor Cuomo and Chairman Dennis Mehiel for entrusting me with this position and allowing me to serve in this capacity. In all the time since I began my tenure, I’ve kept in mind how lucky I am – how lucky we all are – to be part of this wonderful waterfront neighborhood – truly the best small town in NYC. And while leaving is bittersweet, I know that Battery Park City is a place like no other: a magnificent place to live, to work, to raise a family; a place set apart from the downtown crowds, yet perfectly integrated with lower Manhattan; a place that is well-managed, fiscally sound, financially prudent; and a place firmly positioned to meet the coming challenges of climate change with coordination and expertise. I thank the Governor, the Chairman, the Board, all our incredible staff, and the entire Battery Park City Community for the privilege of serving. The honor has been all mine.

STATEMENT OF BPCA PRESIDENT & COO SHARI C. HYMAN ON REOPENING OF IRISH HUNGER MEMORIAL

In August 2016 BPCA commenced leak remediation and waterproofing work to repair and maintain the Irish Hunger Memorial. The Memorial has now reopened to the public.

“The Irish Hunger Memorial was first dedicated 15 years ago this month; today it re-opens to stand for coming generations as a place of reflection and remembrance. And just as America has long welcomed immigrants from Ireland and beyond, we’re pleased to once again welcome Battery Park City visitors to experience this poignant tribute to the unbreakable human spirit.”

About the Memorial: The Irish Hunger Memorial is a public work of art located at North End Avenue and Vesey Street in Battery Park City. Containing stones from each of Ireland’s 32 counties, it was conceived of and designed by artist Brian Tolle and intended to be a contemplative space devoted to raising awareness of the Great Irish Hunger and Migration of 1845-1852. The Memorial was dedicated in July 2002, and is open from 6:00am-1:00am daily.

SUPPORT POURS IN FOR WAGNER PARK REDESIGN EFFORT

In April 2016 BPCA began an assessment of Wagner Park, located on Battery Park City’s southern end, to improve storm resiliency and environmental sustainability for the neighborhood at large (substantial floodwaters flowed into Battery Park City through the hinge formed by Wagner Park and Pier A Plaza during Hurricane Sandy).

 Over the past year, through numerous conversations with a wide range of neighborhood stakeholders, elected officials, and in close consultation with State and City partners, BPCA has worked to develop a plan to redesign Wagner Park that uses the property to provide greater resiliency protection, increases green space and gardens, adds a new, publicly-accessible pavilion, and provides sweeping views of lower New York harbor.

 The project’s next phase is detailed engineering and design, entailing development of a design RFP to be released in approximately the next three months. Additional rounds of public input will follow once a firm is selected as a result of that RFP.

BATTERY PARK CITY AUTHORITY RELEASES FALL 2016 EVENTS CALENDAR

More than 300 Programs and Events Open to All

The Battery Park City Authority (BPCA) today announced release of its Fall 2016 Parks Programming Calendar, detailing more than 300 public programs and events taking place throughout Battery Park City from September to December. The full calendar of mostly-free programs – including storytelling, arts and games, exercise, tours, a movie night, and more – has been mailed to all Battery Park City Parks mailing list subscribers and should start arriving in mailboxes next week. It can also be accessed online via the BPC Parks website.

“Fresh off an amazing summer season of more than 500 public programs and events, attended by some 40,000 guests, we’re proud to present our Fall Calendar – chock full new events and familiar favorites alike” said BPCA President and Chief Operating Officer Shari C. Hyman. “From the eager anglers of our popular Go Fish! catch-and-release fishing to the new harmonies of Dockapella, our first-ever a cappella festival, this autumn Battery Park City is a family-friendly destination for all ages. Come join us!”

The Fall 2016 Parks Programming Calendar includes approximately 20 pages of illustrated program offerings, organized by those of interest to guests of all ages, teens and adults, school-age children, and pre-schoolers. It also includes a map of key Battery Park City locations, contact information for reserving the BPC Ball Fields and community event space at 6 River Terrace, as well as details about the BPC Community Center at Stuyvesant High School, for which steeply-reduced annual memberships were announced last spring.

Highlights of the Fall Calendar include:

  • Go Fish! – September 10, 10am-2pm, Wagner Park. Join experienced anglers for catch-and-release fishing and learn about life in the Hudson River. Festival includes art projects, birdwatching and garden tour, and live family performance by Grammy winner Dan Zanes and Elizabeth Mitchell at noon.
  • Stories for all Ages – September 18, 11am, Wagner Park. Join master storyteller Peninnah Schram as she shares “Jewish Stories One Generation Tells Another,” continuing the centuries-long tradition of relaying Jewish stories filled with wit and wisdom. Co-sponsored by the Museum of Jewish Heritage.
  • Go Fish! – September 24, 10am-2pm, Wagner Park. Catch-and-release fishing, festival, and bilingual (Spanish/English) family performance by Sonia De Los Santos at noon.
  • Young Artists’ Workshop: Ezra Jack Keats’ Peter’s Chair – October 1, 11am, Rockefeller Park. Celebrate the 100th birthday of the great children’s author/illustrator by making a large group mural using collage. Co-sponsored by the Ezra Jack Keats Foundation.
  • Dockapella – October 1, 1pm-5pm, Wagner Park. Battery Park City’s first ever a cappella festival! Join us for an autumn celebration of intricately woven harmonies along the Hudson River sung by some of the finest college vocal groups from New York and beyond.
  • Go Fish! – October 15, 10am-2pm, Wagner Park. Catch-and-release fishing, festival, and family music performance by The Suzi Shelton Band at noon
  • Slightly Scary Halloween Movie Night: Beetlejuice – October 28, 7pm, Rockefeller Park. Enjoy Tim Burton’s hilariously haunting classic on the big screen. Wear your best Halloween costume and enter our contest for great giveaways and prizes.
  • Stories for all Ages – October 29, 11am, Teardrop Park. Listen as Onondaga Storyteller Perry Ground tells “The Great Bear and Why the Leaves Change Color,” and other Native American tales about autumn and preparing for winter – including a not-too-scary story in celebration of Halloween!
  • Holiday Lights – December 8, 6:15pm, South Cove. Join us for a cozy evening with caroling, warm beverages, cookies, and an important special guest at Battery Park City’s community tree lighting. Bring a new unwrapped children’s gift to donate.

BATTERY PARK CITY AUTHORITY APPOINTS ANNE O’NEILL AS DIRECTOR OF HORTICULTURE, SUSTAINABILITY, AND LANDSCAPE DESIGN

Twenty-five Years of Horticultural Experience, Including Nearly Two Decades in New York City

The Battery Park City Authority (BPCA) today announced the appointment of Anne O’Neill as Director of Horticulture, Sustainability, and Landscape Design, a role in which she will oversee and manage the highly specialized plantings, gardens, and public art in Battery Park City’s 36 acres of parkland and open spaces. Ms. O’Neill, who begins work on September 6, will also be responsible for maintaining Battery Park City’s parks and open spaces in world-class condition utilizing the “green” techniques, design, and vision the neighborhood has pioneered. Ms. O’Neill succeeds Eric “T.” Fleisher, who retired in May 2016, and will lead a team of more than 20 staff members and seasonal employees. Ryan Torres, who has led Battery Park City Parks Horticulture Department while the search for a new Director was underway, has been promoted to Assistant Director of Horticulture to further enhance the management team.

“Our parks and open spaces are without a doubt the jewel in the crown of Battery Park City,” said BPCA President and Chief Operating Officer Shari C. Hyman. “I’m therefore very proud to welcome Anne aboard, whose unique experience, talents, and passion for public horticulture will help ensure our parks remain the pride of this incredible neighborhood for years to come. “It is an honor to join such an amazingly dedicated team of professionals to continue what has been my life’s work for more than two decades, said Incoming Director of Horticulture, Sustainability, and Landscape Design Anne O’Neill. “During my career I have worked to consistently improve horticultural practices to make them both sustainable and organic, and there’s no better place to build on these efforts than in Battery Park City, which carries with it a reputation for excellence and innovation. I look forward to jumping in and getting started at this extraordinary urban oasis.”

Anne O’Neill brings to BPCA extensive experience in managing large budgets, grounds, and gardens. Over the course of her 25-year career, Ms. O’Neill has worked closely with landscape architects, implemented landscape designs, and designed landscape plantings, with several notable innovations in the management of large, complex garden spaces.

After work as a head gardener in her native Ireland, Ms. O’Neill first came to New York in the early 1990s as a community horticulturalist at the New York Botanical Garden. From there she moved to Fordham University, where she was responsible for all gardens in the Rose Hill Campus and introduced horticultural best practices throughout.

Ms. O’Neill’s career then took her to the Brooklyn Botanic Garden where she served for more than a decade, first as Curator of the Cranford Rose Garden – where more than a thousand kinds of roses are cultivated in one of the largest collections in North America – and then as Curator of both the Shakespeare Garden and Fragrance Garden – the first garden in the country designed for the sight-impaired.

Most recently, Ms. O’Neill developed and maintained the gardens and grounds of a 70-acre estate including design and installation functions, as well as management of a multi-million dollar budget and team of professional gardener and grounds maintenance staff. In this capacity she introduced horticultural best practices for the grounds and converted it to completely organic gardening practices. Programmatically, Ms. O’Neill was responsible for arboriculture care, integrated pest management, turf and irrigation systems, and seasonal displays, while also managing capital projects including development of a large playground, multilevel tree houses, and pool gardens.

In her spare time Ms. O’Neill has also volunteered at Pratt Institute for more than a decade. Beginning in 2007, she oversaw and directed the restoration of Pratt’s Rose Garden, a treasured resource open to the public year round. In this capacity Anne selected, placed, and planted new roses, conditioned and treated the soil, and trained Pratt’s gardening staff on pruning and general care of the roses. She also served as an advisor to the President and executive staff on questions about the roses and the campus grounds in general.

“We’re very excited about Anne’s appointment. She’s terrific!” said Pratt Institute President Thomas F. Schutte, Ph.D. “She’s an incredible horticulture professional and we’re looking forward to the impact of her vision and leadership on Battery Park City’s parklands and grounds.”

Ms. O’Neill holds a bachelor’s degree from University College Dublin, Ireland, and resides in the Prospect Heights neighborhood of Brooklyn.

BATTERY PARK CITY AUTHORITY, BROOKFIELD, AND IGY ANNOUNCE COMMUNITY SUMMER SAIL PROGRAM AT NORTH COVE MARINA WITH HISTORIC VESSELS SHEARWATER AND VENTURA

Free Cruises Available on First-Come, First-Served Basis in July and August

The Battery Park City Authority (BPCA), Brookfield, Island Global Yachting Ltd. (IGY), and the Captains of the Shearwater and Ventura – two historic sailing vessels moored in Battery Park City’s North Cove Marina – today announced the Community Summer Sail Program, which offers free public sailing trips on selected dates over the next six weeks. Beginning Sunday, July 17, and continuing through Saturday, August 20, the Shearwater and Ventura will offer free weekly cruises on an alternating basis, open to the public on a first-come, first-served basis. The North Cove Marina is situated midway on the Battery Park City Esplanade, directly behind Brookfield Place. It provides public access to the waterfront and incredible views of the Hudson River.

“Through this unique, free summer sailing experience, we are redefining community in the best possible way – by uniting the residents of Battery Park City with the iconic ships that too call the North Cove Marina in Battery Park City home,” said BPCA President and Chief Operating Officer Shari C. Hyman. “We are thrilled to have partnered with Brookfield and IGY to continue to enhance what community access means.”

The Community Summer Sail Program is jointly sponsored by Brookfield, which leases the Marina from BPCA; IGY, which manages the Marina on behalf of Brookfield; and Captains Tom Berton and Patrick Harris of the Shearwater and Ventura, respectively. Free weekly community sailing sessions will be advertised in local media and promoted via social media by each of the partners.

“We are proud to partner with the BPCA and the Shearwater and Ventura in offering these complementary sails out of North Cove Marina, further engaging the downtown community,” said David Cheikin, Executive Vice President and head of the New York region for Brookfield.

“IGY is pleased to support this initiative and are proud to continue to offer Ventura and Shearwater a safe, secure and convenient home in the heart of Manhattan,” said Kenny Jones, MBE, CMM, IGY Executive Vice President, Operations.

“I’m thrilled that the BPCA and Brookfield have extended themselves to the community via sailing trips on Ventura,” said Captain Pat Harris. “The boat has been a real part of the community fabric here for decades, through all the good times – and, when needed, in the bad times as well. This community sailing program is a real ‘tip of the cap’ by the Authority and Brookfield to the local residents and their connection to Ventura.”

The Community Summer Sail Program schedule is as follows:

Ventura – Commissioned in 1919, Ventura is among the very few large Herreshoff yachts left in the world. It has been operating in New York Harbor every summer for more than 25 years under the same ownership and management. Ventura Community Summer Sail Program dates are:

  • Sunday, July 17: “Family, bagels and brunch” – 10:30am to 12:30pm (boarding 10:15am). Sail to the Statue of Liberty and Ellis Island, and hear an informal lecture aboard about “The Hills of Governors Island,” the latest urban engineering feat with background info on the history of the island and the 2016 planned opening. Boat provides deck coolers with ice for use by passengers, who should bring their own snacks.
  • Sunday, July 31: “Water Stories” – 10:30am to 12:30pm (boarding 10:15am). The first of several harbor history stories, this cruise focuses on the epic, transatlantic row by two immigrants who left New York from the dock area where the North Cove Marina now lies. A storyteller will be aboard, accompanied by a wonderful acoustic sound track of “The Ballad of Harbor and Samuelson,” with period instruments. Boat provides deck coolers with ice for use by passengers.
  • Sunday, August 14: “BYO Doggie” – 10:30am to 12:30pm (boarding 10:15am). A fun, light-hearted cruise with two- and four-legged family members. Sail loops around the Battery to the East River to Statue of Liberty and Ellis Island. Boat provides deck coolers with ice for use by passengers, and water bowls on deck for dogs.

Shearwater – Built in 1929 for Charles E. Dunlap, a prominent New York industrialist, Shearwater is a classic Newport-style schooner yacht, recently recognized as a national landmark in 2009 during its 80th year of operation.

 Saturday, July 23 & Saturday, August 20: “Harbor Sail” – 10:00am to 12:00pm (boarding 9:45am). Sail out to the Statue of Liberty, Governors Island and Ellis Island – all with incomparable views of the Manhattan skyline. Depending on the tides, “Captain’s Choice” can also include jaunts to the Verrazano Bridge, and the Brooklyn and Manhattan Bridges along the Brooklyn waterfront.

  • Wednesday, August 3: “City Lights Sail” – 9:30pm to 11:00pm (boarding 9:15pm). See the world’s most famous skyline light up the night. The bustle and noise of the city turns to silence as Shearwater slips out onto the Hudson, cuts the engines, and unfurls its sails for a tranquil, 90-minute cruise.

Working Group to Develop Recommendations Based on Public Input

The Battery Park City Authority (BPCA) today announced a partnership with Manhattan Community Board 1 to convene a working group to solicit feedback and develop recommendations for bicycle usage on the Battery Park City Esplanade. In addition, given the heavy concentration of pedestrians around the North Cove Marina, BPCA is also asking cyclists to dismount their bicycles around the Marina to enhance safety for all users.

“The Battery Park City Esplanade is a breathtaking, vibrant public treasure for residents and visitors from across the city,” said BPCA President and Chief Operating Officer Shari C. Hyman. “With our partners at Community Board 1 and across Battery Park City we look forward to engaging the community to review bicycle usage on the Esplanade, and developing recommendations for the most balanced, effective use of this incredible public space.”

The Battery Park City Esplanade runs the entire length of Battery Park City along the Hudson River – from Stuyvesant High School on the north end to Historic Battery Park in the south – offering majestic views of New York Harbor, the Statue of Liberty, and Ellis Island. Gardens line the entire route, along with public art installations at the intersections of Albany, Rector and West Thames streets. As currently configured, the Esplanade’s upper walkway is for pedestrians only, while the lower walkway is for all bicycles, skateboards, and rollerblades.

The North Cove Marina is a bustling open space situated midway on the Esplanade, directly behind Brookfield Place. It provides public access to the waterfront, a sailing school and historic vessels offering river tours, and incredible views of the Hudson. Starting this week, signage notifying the public of the dismount zone will be placed on the lower level pathway along Belvedere Park, at the bottom of the ramp approaching North End Avenue, and on the south side of the Marina near the Police Memorial (at the bottom of Liberty Ramp).

“The BPC Esplanade is indeed a magnificent public asset that is shared with many users. But in New York City space is always limited and we must find a balance so that residents, workers and visitors can enjoy it,” said Anthony Notaro, Chairperson-elect, Manhattan Community Board 1. “Safety must be a priority, no matter if it’s our young children learning to ride a bike, families enjoying the fantastic harbor views, or visitors touring lower Manhattan. Community Board 1 and its BPC Committee have long advocated for a thoughtful review of the area and then execution of a clear plan to address the issues of safety and sustainability. We look forward to working with the BPCA and all stakeholders in this important effort.”

“Residents have requested that an analytical look be made to find ways to accommodate the growth in pedestrian and bicycle traffic, said Ninfa Segarra, Chair, CB1 Battery Park City Committee. “A discussion that weighs the interest of the varied users of the esplanade is timely. We look forward to participating in the community working group and looking at the matter in a more global manner.”

Cardio Swim Workout

The Community Center at Stuyvesant High School will host a Cardio Swim Workout on Wednesday evenings at 7:30pm beginning September 16. Workouts will incorporate sprint, distance and interval training to increase speed, endurance and overall fitness. This small group program is for experienced swimmers ages 14 and up. Participants must be able to swim 40 laps.
